On Chaora, a planet strangely similar to Earth, the final step is about to be executed to engulf the remainder of the world in war. Captain Ragnar Shepherd, a platoon commander in the Republic of Elina Marine Corps, receives the Star of Valor, the highest military award possible. However, he is not completely in the presence of honor, as many of his countrymen do not approve of the war he has fought in. Meanwhile, Willhelm Snider, a teenager who has come home to find his dead mother, runs to the outskirts of the city only to find peril. The two will soon find that the world must rely on them to save humanity from the plague of war.
